A letter at rest
Sukoon (also called jazm) means 'rest'. A letter with sukoon has no vowel: you close the sound on it and join it to the letter before. In the Madinah Mushaf it looks like a small head of the letter Khaa (بْ); Indo-Pak Qur'ans draw it as a small curve (jazm).
أَ 'a' + بْ = أَبْ 'ab'. مِ 'mi' + نْ = مِنْ 'min'. قُ 'qu' + لْ = قُلْ 'qul'.
Two ways to write it
Copies of the Qur'an printed in India and Pakistan draw the sukoon like a small open curve (jazm), as on this site; Arabic print uses a small circle. They mean the same thing.
